General Information

  • Condominiums, RV Parks, and Tiny Home Parks are considered to be a special form of subdivision and require approval from Travis County Commissioners Court for the waiver of the requirement to file a subdivision plat.
  • Waiver recommendations are provided on the basis that:
    • A development permit application has been filed with Travis County that meets the technical requirements for subdivisions in Travis County Code Chapters 464 and 482 on development and floodplain regulations.
    • The developer has provided a Condominium Construction Agreement confirming all common infrastructure will be constructed and complete prior to occupancy of any homes.
  • The lot or tract the condominium project is proposed to be located must have legal lot or tract status, otherwise a platting process for the overall tract may be required to create a legal lot.
  • If on-site wastewater systems are proposed to be utilized, the overall tract size will need to accommodate the minimum lot size per unit as if the property were to be subdivided by plat.

Gather Required Information

The following information is needed to complete your application:

  1. Address
  2. Legal description of the property from Travis Central Appraisal District (TCAD)
    • Property ID (PID)
    • Lot #
    • Block
    • Phase and section
  3. Sealed estimate for cost of construction

Collect & Complete Other Required Documents

These documents are the minimum required documents necessary to accept a Condo / RV Park / Tiny Home Park application. Additional documents may be required, and if documents are missing, incomplete, or illegible, the application cannot be accepted.

  1. Non-Residential Checklist
  2. Site plan sealed by a Texas-licensed engineer that complies with Travis County Code and at a minimum includes:
    • Site grading
    • Drainage information
    • All proposed improvements, including sites for residences
    • Sealed engineering and drainage report for the site
    • Structural plans for retaining walls, pond walls, and all concrete structures
    • Geotechnical report with pavement recommendations for the common drives
    • All driveways connecting to external streets
    • Erosion and Sedimentation Control Plan (ESCP).
    • Restoration Plan
    • Travis County Fire Marshal Site Plan approval
    • Traffic Generation Information on Travis County Forms
    • A completed Traffic Impact Analysis (TIA) for sites generating greater than 1,000 vehicle trips per day
  3. For condominiums, a draft condominium regime document addressing maintenance of all common improvements
  4. Drainage report identifying pre- and post-development stormwater peak flows for the 2-year, 10-year, 25-year, and 100-year design storm events where stormwater exits the condominium project boundaries
    • Provide mitigation for increases in peak flow; or otherwise, if a detention waiver is requested, submit a request with supporting documentation.
  5. Signage and addressing for all structures are in compliance with recognized standards and each structure is clearly marked
    • Additional directional addressing signs may be appropriate at the intersections in the project.
  6. Proposed gates
    • If a gate is proposed there will need to be at least 40’ from the edge of pavement before the keypad, and an appropriate turnaround will be needed ahead of the gate.
  7. Current copies of tax certificates, deeds, and any existing easements impacting the property
  8. A condominium construction agreement
    • The agreement must be executed between the developer and Travis County. It requires the construction and completion of the common elements consisting of paving, drainage, water, wastewater, and erosion sedimentation controls are completed before any of the structures are occupied.
    • The construction agreement is provided in lieu of posting full fiscal for the improvements.
  9. Environmental Resource Inventory (ERI)
    • Required if developing an acre or more or part of a common plan of development (COPD)

Create an Account

Travis County uses an online platform to process development permits.

Once you complete all previous steps, please proceed to create a permitting account.

Apply for Your Permit

Once your account is created and phone number verified, you can move on to filing your paperwork.

Please have all the requirements in previous steps handy.

Start your online application.

Follow the instructions and steps provided within the platform.

In the “Select an Application Type” step, select “Development (Non-Residential)”.

Check the Status of Your Application

As we review your application, you can track the progress in the permitting website.

All communication associated with your permit application will be conducted within the same website. Please monitor your email and queue for status updates or comments associated with your application.

Respond to Our Comments (if applicable)

If the County has provided comments on your application, action is required by you to address the comments. The review process will be paused until you have responded sufficiently to each comment.

Receive the Permit

Once your application is approved, you will receive an e-mail notification.

Post the permit somewhere visible from the public right of way (ROW) on your work site before you begin your project.

Schedule Inspections

After you receive your permit, you must schedule the following inspections. Additional inspections may be required.

  • Pre-construction meeting with development and environmental
  • For condominiums, a internal roadway inspection
