Chronology of County SWMP

  • 1972 -
    Amendments to the Federal Clean Water Act prohibit discharge of any pollutant to navigable waters of the United States from a point source authorized by a National Pollutant Discharge Elimination System (NPDES) program permit.
  • December 1990 -
    NPDES Phase I Rules for storm water discharges adopted by EPA for largest urbanized areas under Clean Water Act.
  • September 14, 1998 -
    EPA authorized Texas to develop and implement the alternative Texas Pollutant Discharge Elimination System (TPDES) program.
  • December 8, 1999 -
    NPDES Phase II Rules for storm water discharges adopted by EPA for small urbanized areas, which includes Travis County.
  • 2001 -
    Travis County TNR Environmental Project Manager assigned full-time to perform Pre-Permit Activities and develop SWMP plan for Phase II.
  • March 10, 2003 -
    Original projected TCEQ approval date of Texas TPDES Phase II MS4 General Permit TXR040000.
  • August 13, 2007 -
    Final TCEQ approval of Texas TPDES Phase II MS4 General Permit TXR040000
  • January 11-12, 2008 -
    Travis County posts Public Notice for the Travis County SWMP in the local newspaper..
  • February 7, 2008 -
    Travis County submits NOI and SWMP to TCEQ.
  • May 4, 2009 -
    Final TCEQ approval of Travis County MS4 Permit TXR040327 and SWMP.
  • June 19, 2009 -
    Governor Perry signs SB1299 from 2009 Texas Legislature giving Travis County additional authority under Chapter 573 of the Texas Local Government Code to perform SWMP activities.
  • August 13, 2012 -
    End of first 5 -year SWMP and Permit Term
